I am in a similar situation, I have approved I-140 (EB-2) but I-485 not filed (dates not current). H1b expiring Sept 2014. On H1b since 2004, so close to 8 years 

I am planning to change jobs, and want to know: 

1. Can the new employer transfer h1b first, without starting the new PERM and I-140 process? 
Yes, you will receive 3 yr H1 extension form the date of filing for the transfer. 

2. How long does the new employer have to file for PERM and I-140 in my case? 
First of all, get some sort of commitment from the new employer that they will process your GC. It depends on the employer, their is no timit limitation. But I would suggest, ask them to start as soon as you join them. It might still take a few months for them to initiate the process. 

If I were your (with an approved I140 under EB2), I would sit tight at least until I get my EAD. 

Anyway, good luck with your decision.
