Congress can decide on spending, states cannot be created just like that, Universities are non-profit, dollar is a private product. The way health care is provided is completely organized. Only think that lacks in USA is the will to stay patient and educate the coming generations. It is like the citizens of USA completely lost to the system because they became too impatient to follow the system.
