In Indian Politics, its a strong vote bank politics........ so its gonna stay & continue...... The paper I linked to discusses all these issues. But it mostly focuses on how successful reservation policies have been, and where they have failed. There's another talk by Yogendra Yadav, where he focuses on how poor upper caste lose out, and how reservation criteria must be changed to accommodate more factors than just caste.
