FIRST OPT REJECTED..HELP NEEDED PLEASE

Hello friends, one of my friend graduated in december, but he has not yet got his OPT.

When he tried to contact uscis ,they said they will answer the case in 60 days. But today its shows opt is rejected.

Anyone who has dealt or knows any similar case please help.  Any kind of help is very helpful...Thanks

Valla professor opt letter lo grad date wrong mention chesadu anta ...may be that is a problem

MTR=Motion To Reopen which is very time consuming and which has no time bound.

it's a must if you have valid evidence to counter the decision.
