If above >$118k traditional IRA contribution will not help towards fed tax benefit. But u can continue to contribute

If you think your tax bracket will more at the time of retirement go for Roth IRA otherwise 401k .

another advantage of Roth IRA is the number of investment options to include in portfolio . Generally nvestment options in 401k is chose by your company and usually it have very limited options .
