Eligibility for H4 EAD ?? Immi experts help plz

can we file for I-140 and H4 EAD at a time ? Or do we need to wait for i 140 approval notice to file for h4 ead ? 

PS : I did not complete 6 yrs h1 period. Done with just 3 yrs.

1-140 should be approved for primary applicant for spouse to apply H4 EAD.

I 140 can be done premium process,  use that.
