i went through the link posted yesterday. In fact, if anything, he clarified his stance on compelling circumstances and how all the proposed changes justify not providing an EAD to people with approved I140's,

Chala clarify ichadu bhaya.. adi definitely radu.. my best guess atleast from the document and clarify USCIS provided.
