need suggestion - campus selection

Guys,

My nephew got selected in campus interview in his final year this Feb (TCS hyderabad).Now he is completed his B Tech and has been asked to take aspire test (TCS internal I guess).After he is done with Aspire , they have given him some 8 java questions/issues to work on. He did pass 4 and stumbled on for the remaining 4.

The question is, does he need to finish the remaining 4, before he gets an appointment letter? is this a mandatory thing before joining TCS? Did anyone come across this?

Note: His other friends, who have not even attempted the 8 java questions, got the appointment letter. That made me ask the question here.
