It must be free for 'all'. Private healthcare cannot exist, or can be extremely limited. Otherwise, this 'free healthcare' you talk of, will look just like our current govt. hospitals where only the pooorest want to go. same with education. will 'middle class' be okay with their kids studying in the same school as the local slum kids? There should be 4 categories divided based on the income of a person 3. least earning people will get highest reservation, and high earning people will get lowerreservation 4. A separate category of people should be divided who doesn't have any income like beggars and given separate reservation. Quote
