passport renewal for minor

Applied passport renewal for my minor son, now he is 16 yrs. He came to US in 2004 since then not visited INDIA but they are asking to provide Voter card, Aadhar card, ration card etc.                                       He is not having Voter card, Aadhar card, ration card etc.

Any idea how to address this, experts advise pl....

 

This email is in reference to your application for renewal of  your Indian passport.

 

You may come for an interview at the Consulate  (Address -No. 3 East, 64th Street, New York NY 10065) on xxxxx, 2016 between 11am and 12 pm.

 

Please bring the following documents with you and this original e-mail. -

 

1. All your Indian identity documents (Voter card, Aadhar card, ration card etc.) in original

 

2. All your US identity documents(GREEN CARD , Driving License, any other ID card) in original

 

3.Produce your mother for signature on the application
