Whatever you say, there is a serious problem in the US, in how police react to these situations.

Training them to react like that is exactly the problem. Placing blame on black culture may sound logical, and satisfying to you, as a random citizen. The more such silly rationalizations are normalized, and propagated, there will be an all out race war.
