Not all the water that flows in these rivers will come from Maharashtra, most percentage of water is from rains in south India. Any river will flow towards the down plains because of gravity, so if Maharashtra dams's capacity is full, they have to release the water any way (Unless or until they change the river flow direction, these rivers has to end up in Bay of Bengal via Andhra). Why Goa not part of south India? Geographically its south. Because it's beautiful attracts tourists so the north India wants it? I know separation will never happen, but in case of separation Goa should be included in the south. Quote
