Dear Ms. Leahy Scott!

 

We have reason to believe there is significant of fraudulent activities involving H1B / L1 Employers & certain Immigration lawyers. These activities might involve willful violation of Immigration law, Tax evasion and Money laundering. These lawyers and CEOs of "IT bodyshops" have colluded to water down, change and obstruct immigration reforms. As already established by many studies Immigration reforms will save US Gov't hundreds of Million in taxes and will lead to job creation growth of US Economy and creation of jobs. Their actions have led to manipulation of market, displacement of US workers and artificial depression of wages for the entire market US Workers including Legal Immigrants. We have attached the evidence including videos in this letter.

 

A few videos have surfaced which show that ITServe Alliance (460) Small / Medium US based IT Consultancy firms owned by Indian community & lawyers from Reddy & Neumann, P.C. colluding and discussing how they derailed the Comprehensive Immigration Reform Bill and watered down and blocked President Obama’s EO (Rule 1615-AC05). These firms can be anywhere between 2 to 100/ 200 employees large. The proposed legislation S.2266 will be toothless against preventing any exploitation due to 50 employee floor in the legislation.

 

In other video Rahul Reddy and Satish Manduva plan to sue USCIS if they grant EAD & AP to Indian EB2 I140, because they loose 5 years of revenue then. Infact they along with some Senator from Texas lobbied and arm twisted USCIS to not act on President EO and pass 1615-AC05 rule (which they watered down heavily). They seems to also influence how students on F1 / OPT can be used as cheap labor for 3 years.

 

These firms involve activities like inflated of resumes to fake experience, misuse of L1A visa to bring under experienced employees to US and sponsor for EB1 Visa under the pretence of Managerial roles, this has led to massive backlogs affecting People of Indian diaspora. The Visa backlog for LEGAL employment based immigration is currently between 12 to 15 years. It is pretty much impossible 2,802 new Managers per year (7% Country Limit X Total 40,040 EB Visas) are needed annually just from India in US. This implies any student legally immigrating to US say at age 25 will be 40 by the time they get the green card, and about 45 by the time they become legal citizen (that is more or less prime life of humans, Indians Avg Life Expectancy is 68 years).

 

This also means these employees (I140 approved) that are in 10/15 year Legal immigration employment based Visa backlogs, cannot change jobs or get promoted unless they change jobs, and restarting the immigration all over again.

 

This is a tremendous burden on employers (costs money, wastage of time due to administrative process and inefficiencies), the immigration infrastructure (USCIS / DOL have only limited amount of resources), above all its complete wastage of US Tax payers money (maintaining / funding immigration infrastructure, administration, paperwork etc), for absolutely no necessary or unpreventable reason.

 

Since the employees stuck in backlog (for no benefit to US workers, no benefit to US economy, no benefit to employee) cannot change jobs without substantial burden as mentioned above, they are not able to fully participate in US economy;  the talent and potential that can lead to job creation and expansion of US economy is being wasted. Backlogged employees cannot further lead to US economy expansion as they cannot participate in fixed investments like buying houses / cars (due to uncertainties and fears). NO EAD / AP, refilling of PERM has severely impacted US economy and recovery both directly and indirectly. This can be solely attributed to conflict of interest between CEO, lawyers and legal immigrants as seen in the videos. Immigration reform's, immigrant rights cannot have its basis in interest of special interest lobbying groups supported by businesses.

 

After the videos were leaked they were removed from the website, any attempt to upload it on youtube only lasts for few hours, I would suggest you make a copy of the material. We have security concerns as well. We reached out to FBI / CIA we are trying to reach F1 / OPT students, as well as meet members of congress.

 

We have suspicion that there is more to this than just BodyShops, money laundering, bribery, tax evasions are also potentially exist. These can be detected if one see the account activities of the employees of these companies.

After lot of investigation we found out it's a big nexus all the investors, partners are connected to each other. They may be involved in more than Body shopping , Money laundering , Tax evasion and other activities.
