H1b 6yrs over 140 approved

Hi, my friend di h1b 6 yrs over and I 140 approved( with 6 months completed) before leaving to india last year went to india, he want to come back. Can he find a new employer and transfer or shall apply for h1b again. how can he proceed

please suggest.

I think his new employer can file for h1 baased on approved i140

Yes he can apply for extension thru same employer or different employer...using approved i140

He was working as FT, got lay off so left the country
