its athelete's responsibility to go and take proper training and spend money. Since they are rich and can afford that training they are going and winning.

this might not be fully true .. Jamaica always does good in Running , Kenya in long races and China / Russia cannot technically be called rich countries .. Yes most population is below or around poverty line pretty much like india and ofcourse there are these super rich people in these countries ...
