well, article is talking about who encouraged bhayya. So it mentions about CBN and YSR and what they did and concludes that we should encourage more. TS govt did encourage the sports if you look at the cash prizes to sports people.In fact just see what Gopichand said about KCR in 2014 about his ecouragement.

KCR is definitely not responsible for success but I am just saying he also tried to encourage from government's perspective, which article failed to mention
