Chennai has a long history with the british. So obviously the upper classes from chennai will have a better grip on the language than the rest of the country. Chennai schools are better, has better infrastructure, has healthier kids, higher literacy rate. Literally, we are better at everything. So it approximates to an average chennaiite having better language skills than the average Indian. Quote
