If your H4 is approved you are on H4 now. With the pending H1 application you cannot work now since you are on H4.

what will happen to h1 application ? are you sure about this ?

Your H1 application will move forward. When the H1 gets approved you will automatically lose your H4 status. 

Do you have premium on the H1?

no I dont have premium on that not that I dint want to pay but due to this h4 status I felt safe to file it in regular..... just a general thinking why dose she have to stop working let consider example oct 1 nunchi h1 starts kada there are so many application which are still pending for approval but still with that they can work kada?

If you are already on a visa that allows work permit then you can continue to work given that your future work permit visa is under progress. 

Take a similar example. If you got picked in lottery for the first time H1B, you cannot work till Oct 1st. Assuming you are moving from H4 - H1 for the 1st time even after Oct 1st if your H1 is in pending status you are not supposed to work. 

Either be clear or contact an attorney.

You should have withdrawn h4 application when you applied for h1.

you cant work till you get other H1 approved.
