EAD applications

Hi, 

I am on dependent VISA(h4) of my husband. 

My cousin also lives in US and has Green card. Can I apply for EAD(or work permit) on the basis of his GC??

And also i heard there are expenses paid contracting job that can work 3 1/2 day per week, with$150 per hour.. can I apply for that?
