For OPT extension, the documents must reach USCIS on or before the expiration date of initial OPT.  If the expiry date falls on a saturday or sunday, the next business day will be counted for receiving the documents.  One of my friend had the same issue a while ago.  Her documents reached USCIS one day after the expiry and she had to leave the country and came back on cap-exempt H1B.

ideally yes, even late aina, start date aplication lo eppati nundi isthaavo appati nunde start aithadi opt extension so no issues there, ofcourse noteworthy to mention that in the states its always differs case by case though
