As far as I know this rule only comes in to effect for new I140 approved after the new rule is officially a law .. I don't think it applies for all existing 140's.

lol atla ayithe inka endhuku aa rule.. it comes to everyone... aala rule unte epati post ayedhi buddy that it only applles to 140 after jan 18th ani
