That's while you are waiting to be shipped before getting into army. Nowadays shipping is getting delayed ani they are giving PR/DA for the future soldiers to maintain legal status and right to work to sustain themselves while waiting to get shipped. Quote

Eb2 is the only category, i believe e scenario lo best bet is applying for DA.
