h1 b requires a consultancy employer to work for but h4ead can work for any employer means more margin so vendors are preferring H4 instead of h1.

suppose say H4 cancel,lot of them apply for h1 next year and there is lot of competition to picked up in lottery and need to spend money.not every H4 EAD will apply for h1 since they know their capabilities and do not want to waste money.
