Is this $100 restriction in Prevailing Wage or Wage Salary in LCA ?

Current LCA document for H1B doesn't require you to prove any equivalent citizen exists if minimum Sal is 60000$ but this rule is increasing minimum to 100000$. It doesn't mean that employer has to increase Sal. If any employee is getting less than 100000$, employer has to prove to labor department that no citizen is available to take that job..
