H1B defintion enti ? Highly skilled. So highly skilled VERY  Highly eligible for 100k.    H4 they can work . OPT eventually they must get 100k .Consutling companies can not pay it.So OPT guys has to back india. Hence alot of room american companies(apple, Microsoft, amazon, scisco) to get h1b. Its good americans .its there country they can do what ever they want for there benefit.
