if They have to prove that they did not find an american employee then then can employ for less than 130k

you are correct. this one does not apply for all. only for companies with high percent of foreign nationals

Irrespective of comapnies business which ever has more than 15% H1B's. targeted towards wipro, tcs, infy etc.

This will apply to small consulting firms where more than 15% are h1b's so the consultants billing should be greater than 130K or I think the end client has to prove they looked and could not find american citizen to find the job so they are hiring you (anukunta not sure...)

Client still needs their services... Many clients are relying on these service oriented organizations.... desi companies will forward to pay 130,000 How ever, they demand more billing from their clients. Eventually its going to be hard slap back on these US companies... IT is going to be expensive and we will end up with using old technologies... 

 

1. H1bs coming from india tagguthayi.

2. Desi companies will demand for more billing from clients. Deeni valla many companies will not afford to upgrade to new technology.Their services to us citizens will be poor.

3. Local desi employers cannot afford 130,000, hence no easy hiring for masters candidates and h1bs from india.
