i have a question here....Say I am working in State A and my ex employer is located in State B..in which state i am supposed to file the complaint?

You file a complaint in the local DOL where your employer is registered out of. It doesn't matter where you live, the local DOL where he's registered is the one that looks into any issues of pay violation.
