All they need to do regarding to H1-B visa is to make companies PROVE that they bring in talented personnel, not cheap/slavery labor to replace Americans.

1. All H1-B visa will get the minimum salary equal the top 1% of the company, 

 this proves the person has talent, and the company is willing to invest in them.

2. The surtax is 25% on top of the cost to bring the person from overseas in the US.

   This will go into the re-training fund for all Americans who are laid off by

    companies in the US. This helps to re-train US workers, and enable US

   companies to find qualified workers.

3. All re-trained US workers will be considered first before any new H1-B

    is admitted into the US.

According to Bloomberg, the application deadline for the program is the first week of April. That means new rules must be in place for that batch of applicants or another year’s worth of visas will be given out under existing guidelines.

He is going to be impeached in no time. Already employers follow this process for gc... Major headache
