challenge all india entrance tests, citing unavailability of decent schools in north India. make them cancel IIT JEE.

Indian states are so lazy. with lazy leaders who avoid confrontation with the center. that's why India sucks.

make them come to negotiating table, and then be nice to them. get all you want.

do this iteratively for over 50yrs, and slowly you have primed your state population. They are now ready to move away from India and to form a new country.
