Second lottery is 65000 out of 179000 - That is a 36.3% chance. 

So total chance for a Master's guy - 28.5% plus 36.3% which is 64.8%(roughly 2 out of 3)

Total chance for a non Master's guy - 36.3%(roughly 1 out of 3)

 

Let's say out of 199000, 100000 are MS quota applications.  Then first lottery 20,000 out of 100000 - That is a 20% chance. 

Second lottery is 65000 out of 179000 - That is a 36.3% chance. 

So total chance for a Master's guy - 20% plus 36.3% which is 56.3%(roughy 1 out of 2 or 1.1 out of 2)

Total chance for a non Master's guy - 36.3%(roughly 1 out of 3)

So total chance for a Master's guy - 66.6% plus 36.3% which is almost 100%(10 out of 10 chance)

 If masters appliations are 60k. Then probability is just little bit more than 50%
