I use 'merit' in quotes always. It means I'm using it facetiously. I really don't think merit can be quantified.

A person can show merit at any number of points in his life. That's why its important to make sure not to make access to education/jobs/public institutions the adda of a few races/castes. That's the idea of reservation. Not to punish 'merit'.
