OPT to H1b Doubt

My 1st OPT is ending on June 28th 2017. Got H1b picked and received a new CAP GAP I20 with extension till Sep 30th 2017. So my question is

 

If there is no decision made till Sep 30th 2017, what will be my status on Oct 1st?

after sept 30th ..you are not eligible to work. out of status.

you or emp or lawyer have to call USCIS to expedite.

or Premium processing might be available by tht time..you can do PP then

Thing is I have 24 months OPT extension as well. 

Should I file it now or wait till Sep 30th?
