Beneficiary Number 7-9-7- F-I-R-S-T- H-1-B

Hello Friends,

Can we get beneficiary number on 7-9-7 (First H1-b) with out 1-4-0 approval?

 I know company started the P-E-R-M before my H-1-b. I checked the today 7-9-7 today I am seeing the beneficiary number.

H-1-B started last year  OCT.
