dude check with employer i heard uscis not updating the cases recently or issue with website,friend got 140 approved , uscis site still showing the its pending..

Generally u can have multiple transfers at the same time. Even if the transfer is still in progress u can file for another one. Just make sure they don't withdraw before u get the new receipt
