Why current IT market is Assam-Vendor view

I had a conversation with vendor and here is his view on current market for H1B and opts:

 most of the big companies have top ten consulting companies as tier 1 vendors, in the past they didn't care how they are sourced. But now they are dictating max two layers, meaning tier 1 and tier 2. In essence tier 1 is asked to find resource themself or grow horizontally with reliable tier 2s who hold H1s. So that's the main reason all the tier 2s are asking GC, USC or w2s with H1 transfer. Gone are those days you sponsored fee H1s and you are rolling in to the business.

Yeah I know that too. nuvvu nenu adhi pothundhi ani hope chesam but fact is they don't care about it. Bokka pedithey motham all immigrants ki pedathaaru irrespective of visa anedhi naa opinion but u guys cry on just h4 endhuko naaku kuda thelusu but things won't work the way we think that's hard reality. H4 meedha war understandable eb1 abuse meedha understandable but simple logic miss ayyavu they are doing that as per rules who is going to fix them?

H4 EAD I agree with your point, They have liberty to do anything according to existing rules. But EB1 is not happening according to rules. Leni reports ni and org structure ni soopetti file seyyatam legal ela avuthundi man.
