Yes, that is one example. But not everyone prefers that route though. Mostly Yale Univ graduates do that. Some people travel to different countries and come back once they get H1 or Eb1. Some become part of Silicon valley start-up scene with the VCs backing and network they get. Very few people care about lottery.
