15 years from now, Amaravati's central district would be completely built and public spending, with administration completely being done from central business district, once can expect a lot of activity and allied activities happening here. And ancillary functions would be slowly start to move in and around the capital and add to commercial activities. 

Still, the development will be pretty much restricted to public spending and private commercial entrepreneurs coming and setting up shop will still take another decade from 15 years from now. The road network between Vij and Guntur will vastly improve enabling faster and safer movement of the people and thus benefitting VJTM hugely than amaravati. 

In a nutshell, Amaravati will be on the lines of Gandhinagar,Chandigarh,Bhopal where as Vij/Guntur will be Ahmedabad,Mohali and Indore respectively.
