It can substitute for the ECRF dam till its completion in 2019

The 2.3-km structure will have a core of clay and a shell of rock and its purpose is to facilitate the construction of an earth-cum-rock-filled (ECRF) dam across the mighty Godavari at Polavaram. The cofferdam is so mighty that it can substitute for the ECRF dam until its scheduled completion in 2019.

The efforts being made by Chief Minister N. Chandrababu Naidu to ensure that the project is completed as per schedule — flowing of water by gravity into its canals by mid 2018 and completion of the project by mid 2019 — are formidable.

Mr. Naidu laid the foundation stone for the unique cofferdam on Thursday.

The actual work of construction on the cofferdam will begin after the rainy season. This is because the rains usually result in a massive flood in the river, on an average discharges are around 3,000 tmcft into the Bay of Bengal each year. Construction will begin in November and will be completed by July, said water resources Engineering-in-Chief M. Venkateswara Rao.

Though it is temporary, it will have the capacity to stand up to a flood of 28.6 lakh cusecs.

There will be two cofferdams — one upstream the ECRF Dam that is 2.3 km long — and the other downstream which is 1.4 km.

The upstream cofferdam will be 27 metres above the river bed and the other one will be about 20 metres from the river bed, Mr. Venkateswara Rao said. The upstream cofferdam has the capacity to hold 120 tmcft while the project will have the capacity to hold 194 tmcft. The project on completion will have a “live” capacity of 75 tmcft, but water could be sent into the Left and Right Polavaram main canals by holding just 30 to 40 tmcft, he said.

Two types

There were two types of cofferdams, those that protect the dam work in “non-monsoon season” and those that protect the work in progress during the monsoon season. It was decided that a cofferdam with the capacity to protect work during the monsoon would be taken up at Polavaram for the quick completion of the project and restriction of cost escalation, he said. But tremendous coordination is needed for completion of work for sending water by gravity to the canals. The simultaneous construction of the spillway which includes fabrication and erection of the spillway gates is essential for impounding water and sending it into the canals.
