Orissa backward state and not suitable much & Kerala was never in IT much it has Communist base... Other 3 southern states Karnataka, AP & TN boomed more with IT during that period...

Orissa and Kerala developed from after 2004....in fact Kerala has IT parks in Thiruvananthapuram and kochi....starts up kooda baaga encourage chestunaaru....YSR failed to get projects during his tenure inspite of having 30+ MP's....anduke no tier2 city developed during YSR time..Manchi momentum ne miss chesaadu
