they have to upload monthly invoice in online portal....they can bribe officials but the invoice will always be there online and can get caught any time. now business ppl may not do such a risk. also others in the chain will not do business with them if they manipulate and fall out of chain

actually its a little cheaper now,  before GST the tax was close to 20% ( Vat + Service tax ) .... nuvvu kattina 500 lo there's 12% service charge included, thats not a tax ...
