Visitor Visa denied...kind of sh0cking to me

My in laws went for Vis@ stamping. I was the sp0nsor. 

My wife came on H-4 and converted to F1. She's in O-P-T now and studied with N.P.U.

When they went inside, there was a guy who asked to keep your s0n/daughter d0cs outside. My father in law said, that son in law is sponsor couple of t times, Still that person asked to keep mine and my wifes docs outside. So, my father in law submitted my docs (passp0rt, i 797) and my wife's docs to VO(passp0rt, F1 797 and 0-P-T card),  But when the V-O picked the docs he p1cked my wife's doc initially as the docs got sc@ttered. 

VO just checked my wife's passport (and may be opt card also - not sure) n asked did 1. she do masters ? answer was yes.

and then 2. which Univ did she study ?. answer was N. P.U  Just asked 2 questions and he denied the visa.

VO gave 214 b.(I believe this is more like you won't return back)

I was completely shocked and still confused on what b@sis it was denied. Was it just Univ?

3 ppl in the same queue got denied. One of them didn't carry daughters docs as son in law was sponsor and got rejected.

When is it good idea to visit ag@in? Do they need to carry any extra docs? What are the things that need to be considered to make sure it goes well.

visitor visa's chala mandiki avuthayi.... so cool. pure luck... npu svu university anedhi chinna logic ...created reason to statisfy ourselves that this is the reason for deniel....

Usually they check some docs and ask questions ,  and then deny for visitor visa saying - they are not convinced do return back or something.

if their daughter or son is in F-1 , 6 of them got rejected that day. 

If their son or daughter has h1/h4, they got visa.

does your in laws have government job or a steady job, did they ask about what they do etc ??  what language was the interview in ?

recently my babai / pinni went for itnerveiw.. they only asked what they do and where they son study etc.. interview was in English..
