Lets say money, machinery & permission is not a problem.... hypothetically....

You need expert opinion to know where the water is. For that, you need govt. officials help. aa knowledge unnaollu private vaallu chaala thakkuva... moreover, Its one hell of a task to convince everyone to agree on the place.
