You need to have some patience, such bills take time to become laws.

Nothing surprising about this. In the coming days, it will be even more difficult for people on H1B and other visas to find employment. 

It's the nature of things, US doesn't need as many legal immigrants as they needed a decade ago. In 10 years they will need even lesser number of immigrants to fill those jobs due to automation. If you are in US on a visa, consider becoming a legal permanent resident anyway you can, if you are on a visa be ready to leave the US at a short notice as well.
