Suggestions needed.. on HR software for a small IT consulting company

Hi friends,

A known friend started a small IT consultancy based in TX an 2 years ago and now they're looking for a good HR management software for small companies.

I suggested ADP tats used in my company for payroll.. seems it's expensive..

Any other suggestions you can give??
