If we scale down the speed of light ?

to a fastest bullet on the earth - 3000 miles per hour - Then the relative speeds of other objects on the earth would - 

 

commercial  Jet --  3 inches per minute

 F16 -- 7 inches per minute

speeding bullet would be traveling 13 inches per minute

.. saw this scale  down model. looks funny and at the same time scary to think about the speed of light
