$49 is not a big amount.

Scrum master has a good demand currently in the market. If your presentation and English skills are good as well with a neutral(no thick regional accents) accent then it's absolutely worth the $49.

if you are fulltime with a client...YES 

contractor, if you FTE with deso company pointless

People usually do it from scrum alliance or if interested in agile certification you can do it from PMI (ACP) . I did both . The one you posted is not  worth .
