USCIS and DHS are two seperate entities.. they work independently on daily basis..I94 is the one creates link between those 2..Nuvvu h1 apply chesinnappudu oka i94 vuntadii vadi degagra (latest one).. adhee i94 ki approve chestadu for 3 years(assuming u will be in us until h1 starts)..But madhyalo nuvvu emi jargindhi ante nuvvu out of country velli f1 meedha I94 marchavu..Thats reason u need to update uscis again..H1 meedha vasthe u dont have to do it..
