my personal opinion 

family migrated 20 yrs ago, cousins in CA, CT.  Might take some time to recover, but cant they afford 30K, when an avg annual salary is almost three times ( own house vundi which can be easily few hundred $)

Very true, plus having been here for 20 years and 9 years in the same house they should have known better to take up flood insurance for the same.
