It is only for people who filed under the CAP for FY 2018 - which means people who applied in April 2017 part of the lottery.

Not applicable for any transfers, amendments, extensions whatsoever for now. 

It helps people who are awaiting H1B status but people in limbo for extensions, transfers will be impacted more. It is expected USCIS will get 50K premiums and that will make them loaded again. It is in a phased manner they are releasing and we are not at the top of the food chain yet.

Once you put Premium, RFEs have to be responded back in 15 days for H1B. So the equation changes.
