It is a bribe if it's unaccounted for and paid as a cash. 

If it's given in the form of incentives such as a paid vacation, gift certificate etc it's not technically illegal.

Most of them do it using Hawala routes to transfer money, and some do it by opening up a local "cultural" organization which is a non profit they can use to transfer that money.
